Who falls for this?
Apparently many do. In a recent study, Google found that 15% of all malware comes from this type of scam - Malware disguised as anti-malware. And it's on the rise.
I'n no psychologist, but the people who download this stuff must not understand the internet, or they haven't been exposed to it for long. The only trustworthy programs for cleaning viruses off your computer are those which have been around and been tested by unbiased reviewers. This article explains a few, but if you're not comfortable using popular and often expensive software, take your computer to a shop twice a year for a checkup.
